The question is a little unclear but from what I understand I'll answer. Not all mutations contribute to evolution. For example, cancer is considered a mutation in the cell and is by no means going to be transferred biologically and be considered an evolution. Sometimes, mutations can be evolutionary unhelpful and will not be passed on due to survival of the fittest.
