Can you have a hypothesis that does not explain an observation?

No, you cannot. You need to state what will happen from what - what you believe will happen and what caused this. You can’t really explain why this happened and why it didn’t without an observation of the act and explaining in your own words what was happening. The observation is going to be explained in your own words, it doesn’t have to be scientifically correct; in my experience anyways lol
