Could the thermal energy of a bowl of hot water equal that of a cold water? Explain.

No The Thermal energy of the hot water will be higher compared to that of the cold water because Thermal energy is a function of temperature so the higher the temperature the more the energy. That is why during the operation of thermal power plants the water is heated up to super heated state so that the net work out put is higher.
