While the rule of morality was common between Cyrus and King Ashoka, the two had some differences. One of the major contrast in the way of ruling was religion, King Ashoka based his ruling on the Dhamma religion, he ruled the land and people according to the teachings. The ruling based on the caste system is a great example of this. Whereas Cyrus did not base his ruling on a particular religion. This was also due to the fact that Persia, where Cyrus ruled, consisted of different ethnicities.
