2x+1/6y+2x

2x+1/6y+-2x=12+-2x

1/6y+-2x+13

Dive both sides by 1/6:
1/6y/1/6= -2x+13/1/6
y=-12x+78

13 = 1/6y + 2x

multiply everything by 6 to get rid of the fraction... fractions are bad
78= y + 12x

now you can solve for y by subtracting 12x from both sides
78 - 12x = y
