The answer is tax money.  The tax money being expended is the opportunity cost because the individuals are not receiving anything in return for their disbursements. In addition, a tax evaluated and imposed by a local right such as a county or municipality. A local tax is usually collected in the arrangement of property taxes and is used to supply a wide range of civic facilities from garbage assemblage to sewer care.
