The retro package was designed to slow down re-entry into the Earth's orbit. Since the capsule would be falling faster and faster as it was pulled by gravity, it would have started falling apart and this could've been devastating for Glenn. This is why the retro package was implemented to slow down the descent and make it safer for him to come back.
