This is true. Every rhetorical device is directly correlated with a rhetorical appeal(ethos, pathos, or logos) and may often include multiple of these appeals. These appeals are a writer's way of manipulating the audience to believe their claims or to feel a certain way, whether their intent is to inform, persuade, or even to tell a story.
